Commenting on a planning application

As a general rule, I do not comment on planning applications on behalf of clients, either in support or objecting to.  This is partly because I work with a number of other agents, architects and architectural technicians and it became apparent that I was potentially objecting to a colleagues scheme in the morning, and then working on a joint proposal in the afternoon; in short, it was awkward!

Writing a letter of objection

If you feel that an application is worthy of a letter of objection, these are the points that you might want to consider including:

  • Include the planning reference number and site address.
  • Be explicit, write "I am writing to object to this proposal."
  • Do not include factors that are not relevant, such as house prices, the fact that you saw a red squirrel in the garden 1984, or that it will ruin your sea view.
  • Do include reference to the local planning framework (currently known as the Island Plan Core Strategy) and if possible, reference the applicable policies (such as DM2 on design quality, DM11 on historic environment and DM12 on landscape and diversity).  It is important to state why you consider that the application is contrary to these policies.
  • Consider that the shortage of doctors, dentists and other community-based staff is not going to be solved by refusing housing, there is a housing need both here on the Island and right across the wider UK, the local planning authority have a duty to ensure house building happens to meet increasing population numbers.  Is the proposed development the best use of the available space, could it be improved?
  • Will the proposal result in a loss of a community facility?
  • Who will the proposal benefit?
  • What harm will this cause you?  Factors to consider are lighting; does this significantly reduce natural light?  Dominance; does the proposal stick out like a sore thumb?
  • Does the proposal affect the enjoyment, and your right to enjoy your property (and how)?

Writing a letter of support

My favourite to read, especially on 'my' applications!  If you feel that an application is worthy of a letter of support, these are the points that you might want to consider including:

  • Include the planning reference number and site address.
  • Be explicit, write "I am writing in support of this proposal."
  • Include reference to the local planning framework (currently known as the Island Plan Core Strategy) and if possible, reference the applicable policies (such as DM2 on design quality, DM11 on historic environment and DM12 on landscape and diversity).  It is important to state why you consider that the application is supported by these policies.
  • How is the proposed development the best use of the available space, could it be improved?
  • Will the proposal result in a community benefit?
  • Who will the proposal benefit?
  • Are there any economic benefits, such as job creation?
  • Does the proposal improve anything (access, remove an unattractive building or reuse a disused property)?

Other points to consider

It is likely that the planning officer will be balancing a large case load, so unlike this website, make their job easier and be concise, making your points as quickly and simply as possible, yet ensuring that they're clearly understood.
